The multifaceted nature of violence against women necessitates different strategies to respond to the diverse manifestations of violence and the various settings in which it occurs, both in private and in public life, whether committed in the home, the workplace, educational and training institutions, the community or society. It is important to adopt a systematic, comprehensive, coordinated, multisectoral and sustained approach to fighting violence against women. Violence against women exists in every country in the world as a pervasive violation of human rights and a major impediment to achieving gender equality, development and peace. Violence against women is often embedded in and supported by not only our social values, cultural patterns and practices but also rooted in historically unequal power relations between men and women. All forms of violence against women seriously violate and impair or nullify the enjoyment by women of all human rights and fundamental freedoms and have serious immediate and long-term implications for health, and have a negative impact on the psychological, social and economic development of individuals, families, communities and States.
The efforts and initiatives of Jaipur Collector ultimately lead to the launch of a dedicated helpline for women and girls in distress. Started on the 1st of January, 2013 Garima is a 24-hour helpline facility run by the District Administration, Jaipur for redressal of crime against women. The initiative to empower women is being called 'Garima Helpline and aims to help women register complaints of sexual harassment or gender-based exploitation. The complaints received at the helpline are classified under various categories as those received by phone, email, and sms or in person. Thereafter these complaints in each category are further classified as complaints with reference to unwanted phone calls and messages, cyber crime, domestic violence, rape others etc.

The Garima helpline after receiving the complaint provides the counseling services both to the complainant as well as the person against whom the complaint is lodged. If some serious nature of complaint like domestic violence or rape is received the complainant is also provided counseling services in coordination with the Mahila Suraksha Kendra’s run by the police department.
